Why casino monopoly in Poland
Poland has a state monopoly on online casino and lotteries: only Totalizator Sportowy may run them. This is set out in the Gambling Act. The aim is to control gambling, reduce illegal offer, and direct revenue to the state budget. Sports betting is open to other licensed operators; casino is not. Legal basis
The Polish Gambling Act (ustawa o grach hazardowych) reserves lotteries and casino-style games for the state. Totalizator Sportowy holds the concession to run them, including online. No other company can obtain a similar concession for online casino in Poland under current law. The Act distinguishes between (1) casino and lotteries—monopoly of Totalizator Sportowy—and (2) sports betting—open to private operators who obtain a licence from the Ministry of Finance. So when we ask “why monopoly on casino”, the answer is: the law was written that way; only one entity is allowed to offer online slots and table games to Polish players.
Reasons for the monopoly
Policy arguments used in favour of the monopoly include: limiting the number of operators to better control supply and enforce rules, reducing problem gambling and fraud by having a single supervised operator, and ensuring that profits from casino and lotteries go to the state budget (e.g. funding for sports, culture, or other public purposes) rather than to private or offshore operators. Critics argue that a monopoly limits choice and can keep prices or margins less competitive; nevertheless, the law has not been changed to open online casino to more operators. Sports betting was liberalised so that several licensed bookmakers (STS, Fortuna, LV Bet, etc.) can operate; casino and lotteries stayed as a single-operator monopoly.
What the monopoly means in practice
In practice, Polish players who want to play online casino legally have only one option: Totalizator Sportowy’s Total Casino (and Lotto for lotteries). Any other site that offers online casino to Poles is unlicensed and can be blocked. So “why monopoly” is both a legal and a practical question: the law creates the monopoly, and as long as it stays, there will be no second legal casino in Poland.
