Banned online casinos in Poland

In Poland, only Totalizator Sportowy may legally run online casino. Every other online casino that targets Polish players operates without a Polish licence and can be blocked by the regulator. There is no single official “banned list” published; blocking applies to unlicensed sites in general. This page explains how blocking works and who is affected.

Who can be blocked?

The Polish regulator (Ministry of Finance, and in practice the National Revenue Administration / KAS) can request blocking of websites that offer gambling to Poles without a Polish concession or licence. The legal basis is the Gambling Act and related regulations. So in practice, any offshore online casino that accepts Polish players is operating illegally and is at risk of being added to the block list. The legal operator is only Totalizator Sportowy (Total Casino, Lotto). Sports betting sites without a Polish licence can also be blocked.

Blocking is typically implemented by internet service providers (ISPs) at the request of the regulator. The list of blocked domains changes as new sites are added and sometimes removed. So “banned” in this context means: the site is on the regulator’s list and Polish ISPs are expected to block access.

Why sites get blocked

Sites are blocked because they offer gambling (casino, betting, or both) to Polish residents without holding a Polish concession or licence. The aim is to channel players to the legal, regulated market and to limit the activity of unlicensed operators. Blocking does not make it legal to use a VPN or other means to access the same site; it only restricts access from Polish IP addresses through normal connections.

Is there a public banned list?

There is no single, always up-to-date public list of “banned” casino domains that is officially published in full. Blocking decisions are made by the regulator; ISPs receive instructions and implement them. If a site you used before no longer loads in Poland, it may have been blocked. To stay on the safe side, use only the state-licensed Total Casino, which is not and will not be blocked.
